Energy security.

On September 5, the Russian occupiers shelled the Zaporizhzhia Nuclear Power Plant. The last line connecting the ZNPP with the energy system of Ukraine was disconnected due to the shelling. At the moment, the unit supplies only the ZNPP’s own needs. Also, on the same day, four of the six representatives of the IAEA inspection team completed their work at the Zaporizhzhia NPP and left the plant. It is expected that the two experts will continue to work at the ZNPP on a permanent basis. Following the visit, the International Atomic Energy Agency published a report on the results of the mission’s visit to the Zaporizhzhya NPP, which emphasized the need for an agreement by all parties to create a protective zone around the ZNPP. The IAEA report indicated the presence of Russian soldiers and military equipment at the plant, including army vehicles.

Foreign policy.

A meeting of the UN Security Council took place in New York to discuss the situation at the temporarily occupied Zaporizhzhia nuclear power plant and findings of the IAEA mission. The UN Secretary-General stressed on the need to re-establish the plant as purely civilian infrastructure. As a next step it is essential to entail securing an agreement on a demilitarized perimeter. 

As part of the Eighth meeting of the Association Council between Ukraine and the EU in Brussels, Ukraine and the EU have signed five agreements at once, which bring Ukraine closer to joining the European Union and contribute to the stability of the Ukrainian state in the war against the Russian Federation. Also, the Association Council joint communique noted the priority given to the objective of integration of Ukraine’s payment market participants into the Single Euro Payments Area (SEPA) and the necessary steps to achieve that objective. In addition, the Association Council emphasised the need to ensure respect for rights of persons belonging to national minorities. In particular, Ukraine needs to finalise its reform of the legal framework for national minorities as recommended by the Venice Commission and to adopt effective implementation mechanisms as indicated in the steps specified in the Commission’s opinion on Ukraine’s EU membership application.

The US will not list Russia as a state sponsor of terrorism, as this may have undesirable consequences. At the same time, the Minister of Foreign Affairs of Ukraine, Dmytro Kuleba, said that Ukraine will continue to work to ensure that Washington recognizes the Russian Federation as a sponsor of terrorism.

The Parliament of Ukraine adopted a resolution containing an appeal to the EU with a request to cancel the issuance of visas to citizens of the Russian Federation.

President of Ukraine Volodymyr Zelensky held telephone talks with French President Emmanuel Macron on September 5. The presidents discussed the situation at the front and the ZNPP.

Eurobarometer.

The recent survey shows that the EU citizens confirm their strong support to EU’s response to Russia’s war of aggression against Ukraine. Humanitarian support is the most approved (92%) followed by welcoming in the EU Ukrainians fleeing the war (90%) are among the most supported the EU actions. 78% of Europeans support economic sanctions imposed by the EU on the Russian government, companies and individuals. Almost seven in ten interviewees (68%) are in favour of financing of supply and delivery of military equipment to Ukraine. The absolute majority of respondents are satisfied with the response of both the EU (57%) and their national government (55%).

Cities under attack.

Sumy region. On the night of September 5, the Russian military shelled 2 districts of the region. As a result, private houses, cars and power lines were damaged. The Russian invaders continued shelling another district of the region during the day. The hospital, village council and power lines were damaged. On the morning of September 6, the village of Manukhivka was attacked with mortars from the territory of the Russian Federation. The high-voltage substation was damaged, there is no electricity supply in the settlement.

Kharkiv region. On September 5, the Russian occupiers shelled 3 districts of the region. As a result, residential buildings and farm buildings were damaged, fires broke out. In one of the settlements, 2 people were killed. On the night of September 6, the Russian invaders launched a missile attack on Kharkiv. In one of the districts, a 2-story building was damaged and a private house was destroyed. A person who was in the house was killed. In the morning, the Russian military attacked the city again. One of the rockets hit the roof of a 5-story residential building, completely destroying three floors. The second rocket hit the courtyard of the administrative building.

Dnipropetrovsk region. On the night of September 5, Nikopol was under attack. Up to ten private houses and a high-rise building were damaged in Nikopol. 9 buildings in the city were mutilated by shelling, including a gymnasium, a children’s and youth sports school, a shop and a cafe. Several power lines were damaged. At noon of the same day, the Russian invaders shelled one of the districts of the region. As a  result, one person was killed and 3 people were injured. In the city, a gas pipeline was damaged as a result of a fire. The production buildings of the enterprise were damaged as well. On the night of September 6, as a result of the Russian attack on Nikopol, two people were injured. 20 high-rise buildings and 11 private buildings were damaged. One house was destroyed. The Russian military hit a kindergarten, two lyceums, a center for technical creativity and a sports club. Several gas pumps and cars were mutilated in the city. Several power lines were also affected. In the morning, the Russian occupiers fired Kryvy Rih. As a result of the shelling, there was a big fire at the oil depot.

Mykolaiv region. On the night of September 5, Mykolaiv was attacked with rockets. The hits were at an industrial enterprise on the outskirts of the city. On the same day, the Russian invaders shelled one district of the region. As a result of the hit of the grain warehouse of the farm, a fire broke out.

Cities under occupation.

Melitopol. In the villages of the Melitopol district, the  Russian invaders are evicting people from their homes who do not cooperate with the new government. First of all, this applies to teachers and employees of the village councils.

Crimea. A 20-year-old resident of Kerch was sentenced for evading service in the Russian army.

Luhansk region. The Russian occupiers ordered 10,000 more men to be mobilized for the war with Ukraine. 

In the Svativ and Starobilsk districts, Russian invaders organized the forced replacement of car number plates and, in this way, registration of able-bodied men.

Kherson region. The Russian occupiers place personnel and military equipment in kindergartens (settlement Verkhny Rogachyk), temples of the Moscow Patriarchate (settlement Chervony Mayak) in the Kherson region, and also use the Holy Trinity Church in Malia Komyshuvas, Kharkiv region, as a field hospital.The occupation authorities put pressure on teachers in the region who refused to work under the Russian program. The Russian occupiers are threatening the relatives of the heads of educational institutions who left the region and organized learning process in an online format from the territory controlled by Ukraine. The Russian invaders banned local residents from crossing the Dnipro River both by bridges and by watercraft. In case of violation of the ban, the occupiers threaten to open fire on the damage. In the temporarily occupied Kakhovka, three doctors were kidnapped by Russian invaders.

Human rights.

Another handover of the bodies of the fallen soldiers took place. Ukraine returned the bodies of another 25 of its defenders.

As of September 5, 501 Ukrainian citizens are in Mykolaiv hospitals who were injured during the Russian occupiers’ attacks on the Mykolaiv region.

Economic security.

In August, Ukraine’s international reserves increased by 13.6%  due to the arrival of a significant amount of international aid against the background of the country’s moderate debt payments in foreign currency and smaller interventions by the National Bank for the sale of foreign currency and now amount to 25,436.0 million US dollars.

This week, the European Union will propose Ukraine an additional 5 billion euros in macro-financial assistance. 

The EU will provide Ukraine with access to financing of digital projects within the framework of the EU program “Digital Europe” for 6 billion euros.

Sanctions. ​​

Corporate rights and property of enterprises worth more than UAH 1 billion were seized in Ukraine, the owner of which is a former deputy of the State Duma of the Russian Federation

Religion. More than 1,100 Hasidim arrived in Cherkasy region to celebrate the Jewish New Year Rosh Hashanah, despite warnings from regional authorities about possible danger.
