Energy security.
Russia has been preparing for the IAEA visit with active regular shelling of Energodar and nearby areas. Therefore, early morning on September 1, the emergency protection was activated and the operating 5th power unit of Zaporizhzhia nuclear power plant shut down as a result of another mortar shelling by the Russian occupying forces at the site. At noon, the IAEA mission arrived at the Zaporizhzhia NPP for a one day visit. No Ukrainian or international journalists were allowed by Russian representatives to follow the visit at the plant territory. Ukraine handed the IAEA experts a list of technical and safety indicators that are important to check during a visit to the Zaporizhzhia NPP. The inspectors of the IAEA mission moved around the station and communicated with the employees of the Zaporizhzhia NPP in the presence of the Russian military and Rosatom employees without a possibility to have a separate conversation with the employees. The Russian occupiers tried to convince the representatives of the mission that radiological, chemical, and biological protection troops were at the station. According to the Russia representatives no combat units of the Russian army were present at the plant and that the Zaporizhzhia NPP was shelled by the Armed Forces of Ukraine.
After a four hour visit, part of the group and the Director General of the IAEA, Rafael Mariano Grossi left the Zaporizhzhia NPP and reported that representatives of the IAEA will remain at the Zaporizhzhia NPP. Ukraine stated that it cannot ensure the safety of the group of UN nuclear inspectors at the Zaporizhzhia nuclear power plant. At the same time, Lithuania offered to dispatch a UN police mission to the territory of Zaporizhzhia Nuclear Power Plant occupied by Russia where UN police could contribute by providing her physical security.
Foreign policy.
The European Union has suspended the agreement with Russia, which facilitates more simplified issuance of Schengen visas to Russians. However, a general ban on issuing tourist visas for citizens of the Russian Federation will not be introduced yet.
At the same time, Estonia, together with other Baltic countries and Poland, is considering restricting the entry of Russian citizens with Schengen visas. The Minister of Foreign Affairs of Estonia, Urmasa Reinsalu, said that it is necessary to limit the possibility of the Russians to ‘indifferently enjoy the freedoms of democratic Europe while innocent people are dying in Ukraine.’
On August 31, Ukraine submitted to Europe the necessary documents for joining the Conventions, which provide a framework for a ‘customs-free’ regime.

Cities under occupation.
Crimea. In the schools of Crimea, the occupation leaders plan to exert military influence on children, which is a gross violation of the norms of international law. Schoolchildren have an extended program of so-called ‘patriotic education’, which will be used to justify Russia’s attack on Ukraine.
Mariupol. The Russians together with the occupying ‘authorities’ opened the only not destroyed school in Mariupol. The building and the entrance were surrounded by Russian soldiers, and at the entrance they checked bags, even children’s backpacks.
Zaporizhzhia region. Teachers from Russia will be brought to the temporarily occupied territories of the region due to a mass refusal of local teachers to cooperate with the occupation authorities.
According to the Head of the Luhansk Regional Military Administration, Serhii Gaiday, there are teachers in the occupied territories of Ukraine who have decided to covertly teach schoolchildren remotely using the Ukrainian system.
Human rights.
‘Russian and Russian-affiliated forces have been forcibly transferring Ukrainian civilians, including those fleeing hostilities, to the Russian Federation or areas of Ukraine occupied by Russia’, confirms Human Rights Watch in a new report. The report is based on interviews of 54 people who went to Russia, went through filtration, had family members or friends who were transferred to Russia, or who supported Ukrainians trying to leave Russia. In addition, Russian and Russian-affiliated authorities also subjected thousands of Ukrainian citizens to a form of compulsory, punitive, and abusive security screening called ‘filtration’, states the report.
The International Committee of the Red Cross still has not gained access to the place of death of Ukrainian prisoners of war in the occupied Olenivka colony. Despite active confidential negotiations, ICRC have not been granted access to the POWs affected by the attack, nor do any security guarantees necessary to conduct this visit, said ICRC Director General Robert Mardini.
Since the beginning of the full-scale invasion of Ukraine, as of August 31, 230 children are considered missing.
Since February 24, more than 130 people who openly oppose the war, support Ukraine, and oppose Russia have been illegally detained on the territory of the occupied Crimea.
Health.
The new EU Medevac Hub for medical evacuations of Ukrainian patients was opened in Rzeszów, Poland. The Hub will offer a safe space for the patients arriving from Ukraine before they will be flown out to receive treatment in a hospital in another European country.

Food security.
As of September 1, due to the work of the grain corridor, Ukraine exported about one and a half million tons of grain. 60 loaded ships left three Black Sea ports to deliver Ukrainian grain, rapeseed, sunflower and other products to African countries and the EU. Meanwhile, the Swedish government announced that it will buy at least 40 000 tons of wheat from Ukraine for countries in the world where there is a risk of mass starvation.
Sanctions.
The United States received a warrant for the arrest of a plane of the Russian oil and gas corporation ‘Lukoil’ worth 45 million dollars.
The first decision to confiscate the property of a Russian citizen in Ukraine was made in Ukraine. The panel of judges of the High Anti-Corruption Court satisfied the first lawsuit of the Ministry of Justice against the Russian oligarch Volodymyr Yevtushenkov for the recovery of income from his assets.
Church.
For the first time, the Orthodox Church of Ukraine was officially represented at the meeting of the World Council of Churches in Karlsruhe, Germany.
Media.
The Latvian National Council for Electronic Mass Media removed 20 Russian TV channels from the list of retransmissions. The rebroadcasting of the Russia Today TV channel was suspended to prevent incitement to hatred and to limit the spread of propaganda against the backdrop of Russia’s military actions in Ukraine.
Decolonisation.
For centuries, Ukraine served the Russian Empire, and later the USSR, as a driver of industrial development and the main source of income for the imperial treasury. Being the most developed region, having large raw material resources, labor force, the imperial power conducted trade activities on the territory of Ukraine for its needs and to support imperialism. For this, many harmful reforms were carried out that destroyed Ukrainian industry and trade. The idea of securing the “center” led to thousands of victims among Ukrainians and terrible tragedies.
The colonial heritage of the Russian empire and USSR is still visible today. Undoubtedly, this is a threat for Ukrainian independence and has to be eliminated as soon as possible.
