Cities under attack.
On October 10 and 11, massive missile attacks by the Russian military took place. On October 10, as a result of shelling, critical and civil infrastructure facilities were hit in 12 regions and the city of Kyiv. As a result of the attacks, 20 people were killed and 108 were injured all around Ukraine. 205 buildings were damaged all around Ukraine. Following the missle strikes, electricity supply was disrupted in 15 regions. During October 11, the Russian occupiers attacked Ukraine almost 60 times. As a result of the massive missile attack, the infrastructure of more than ten settlements in the Lviv, Vinnytsia, Dnipropetrovsk, Zaporizhzhia and Donetsk regions were damaged.
Lviv region. On October 10, the city of Lviv was attacked by the Russian invaders. An explosion was recorded at a critical infrastructure facility in Lviv. On October 11, the Russian military launched a missile attack on a critical infrastructure facility in Lviv. As a result of the attack, one person was injured. As a result of missile strikes, 4 important electrical substations in the territory of the Lviv region were disabled.
Kyiv region. On October 10, the Russian invaders attacked the capital of Ukraine. Missiles hit facilities in the city center of the city and other districts, and the city’s critical infrastructure. According to the mayor of Kyiv Vitalii Klychko, 45 houses, 5 critical infrastructure facilities, 6 educational institutions, 2 institutions of the social sphere, 6 cultural institutions, 5 health care facilities, and 2 administrative buildings were damaged. In the city, 50 people were injured and 6 people were killed. During October 10, the Russian military shelled almost every district of the Kyiv region. In total, 23 private houses and 8 high-rise buildings were destroyed, 10 people were injured and one was killed.
Kharkiv region. On October 10, the Russian military launched missile attacks on Kharkiv and the critical infrastructure of the Kharkiv region.
Zaporizhzhia region. Today at night, Russia launched another missile attack on Zaporizhzhia and its suburbs, about seven S-300 missiles were fired. Tuesday morning, 2 rockets hit the car repair house, as a result of which 1 person died, a fire broke out, the emergency services staff managed to put it out. Other rockets hit the school. A school and a dispensary were damaged.
Sumy region. On October 10, the Russian invaders attacked Konotop. As a result, an infrastructure facility was hit, 2 people were injured. Also, On October 10, one person was killed and 4 others were injured as a result of the shelling of the Bilopolska community of the region. On October 11, the Russian army shelled the territory of the Seredyno-Budsk community. There is destruction of private houses. Also, Russian invaders shelled the region from Russian territory.
On October 10 and 11, Russia held targeted attack on energy infrastructure. About 30% of Ukraine’s energy infrastructure was damaged in two days of shelling, Energy Minister Galushchenko said. As a result of shelling Ladyzhynska Thermal Power Plant in Vinnytsa region was damaged. At the Burshtynska Thermal Power Plant in Ivano-Frankivsk region, a fire occurred as a result of four missiles hitting the open switchgear of the power plant. Also, one of the missiles hit the Thermal Power Plant in the Kyiv region. In addition, the Russian invaders attacked the energy infrastructure of the Zhytomyr region and Lviv region. Lviv remained without power most of the day on October 10, while the next day one third of the city was once again without power due to another attack at the power stations. Following the intense missile attacks on energy facilities all around the country, Ukraine has stopped exporting electricity starting from October 11 in order to stabilize its own power system.
The occupiers have turned off all six units of the Zaporizhzhia Nuclear Power Plant and are keeping them in a ‘cold state’. Also, the Russian occupiers are demanding from the workers the official registration of Russian passports and the signing of contracts with Rosatom. Also, on October 10, Zaporizhzhia NPP Deputy Director General for Human Resources was kidnapped by the Russian military. His whereabouts are currently unknown.
Energoatom reported that the Russian military has started preparations for wintering at the Zaporizhzhia NPP. To do this, the Russian occupiers bring beds, mattresses, boilers and other household ‘tools’ to the machine rooms of the 1st and 2nd power units of the Zaporizhzhia NPP.
On October 11, the head of the International Atomic Energy Agency met with Russian President Vladimir Putin to try to get a deal on creating a safety protection zone around the Russia-occupied Zaporizhzhia nuclear power plant in southern Ukraine, Politico reported.
The International Criminal Court intends to conduct an investigation into the massive missile attack that the Russian military carried out on the territory of Ukraine on October 10. In response to the appeal of the Ukrainian delegation, the Polish Presidency urgently convened a special meeting of the Permanent Council of the OSCE for Tuesday, October 11 due to the massive Russian missile attack on civilian facilities of Ukraine. Also, the Minister of Forreign Affairs of Ukraine Dmytro Kuleba appealed to the international media to stop writing Vladimir Putin was ‘provoked’ to launch missile terror in Ukraine by the situation with the Crimean bridge.
The presidents of 11 European countries in a joint statement condemned the massive Russian missile attacks against Ukrainian cities, warning that this is a war crime without a statute of limitations. The joint statement was approved by the presidents of Bulgaria, Montenegro, the Czech Republic, Estonia, Lithuania, Latvia, North Macedonia, Poland, Romania, Slovakia, and Hungary.
Also, three cruise missiles launched on Ukraine this morning from Russian ships in the Black Sea crossed Moldova’s airspace. Russia’s ambassador was summoned to provide an explanation, Deputy Prime Minister Niku Popescu reported.
On October 11, an urgent meeting of the G7 was held at the initiative of Volodymyr Zelenskyi after mass attacks on Ukrainian cities. During the meeting, the President of Ukraine proposed a ‘peace formula’ – measures that, in his opinion, will deprive Putin of the chances of achieving goals in Ukraine. It includes an ‘air shield’ for Ukraine, restoration of the territorial integrity of Ukraine and punishment of Russia for aggression, security guarantees for Ukraine and a model proposed by Ukraine. The leaders of the G7 countries, after a virtual meeting on the situation in Ukraine, issued a joint statement condemning the actions of the Russian Federation in Ukraine.
Belarus. The self-proclaimed President of Belarus Alexander Lukashenko stated that Russia and Belarus agreed to deploy a joint regional group of troops. He also manipulated that Belarus could allegedly be attacked from the territory of Ukraine. Also, on October 11, an inspection of the Armed Forces started in Belarus, according to the instructions of Alexander Lukashenko. However, the State Border Guard Service of Ukraine hasn’t noted any changes in the number of personnel of the army of Belarus, nor in the nature of their actions near the Ukrainian border.
In de-occupied Sviatohirsk and Lyman, law enforcement officers discovered mass graves of civilians killed by Russian occupiers. In Sviatohirsk, the bodies of 34 people were exhumed, some of them with signs of torture. In de-occupied Lyman about 110 trenches, including children’s graves, were discovered. The youngest child is only one year old. In total, 44 bodies have already been exhumed during the examination.
37 children deported from the Kharkiv region by the Russian occupiers returned home to Ukraine. The Russian invaders took the children away under the pretext of improving their health or creating safe living conditions, and then forced their parents, in particular, to cooperate with them.
62 bodies of fallen Ukrainian soldiers were returned to Ukraine, in particular, prisoners of war that were killed during Russian terrorist attack in Olenivka. Due to another exchange of military prisoners, 32 Ukrainian soldiers were freed.
The European Union extended the period of temporary protection status in the EU for Ukrainians. The temporary protection will be extended at least until March 2024.
On October 10, In addition to the missile attacks, Russia launched informational and psychological operations to increase the media effect of missile strikes and shake up Ukraine’s information space.
