Cities under attack.

On the morning of October 22, Russian forces launched a massive missile attack on Ukraine. Missiles hit mainly energy infrastructure facilities. As a result of the attack, 1 451 603 Ukrainians were cut off from electricity in various regions. Mykhailo Podoliak, adviser to the head of the President’s Office, stated that Russia is trying to provoke new waves of refugees to Europe by attacking the critical infrastructure of Ukraine. On the night of October 23, Russian troops struck nine regions of Ukraine, firing 36 missiles, most of which were shot down. Donetsk region. The Russian units constantly massively shell the Donetsk region. On October 21, as a result of the shelling of the region, 30 residential buildings, utility buildings, garages, cars were destroyed or damaged by Russian units. In addition, as a result of the shelling, 3 people were killed in Bakhmut. On October 22, the Russian military attacked Toretsk and Lysychansk communities. As a result, 2 people were killed and 2 private houses were damaged. On the morning of October 23, the Russians shelled the city of Bakhmut. As a result, the intensive care hospital was destroyed. No casualties were reported. Mykolaiv region. On October 21, as a result of the Russian military’s attacks on the Mykolaiv district, one person was killed and one person was injured. Also, the power grid and gas pipeline were damaged and the fire broke out in 8 garages. On the morning of October 22, the Russian invaders hit two critical infrastructure facilities in the Mykolaiv region. The critical infrastructure facilities in Olshanska and Shevchenska communities were struck. At night on OCtober 23, the city of Mykolaiv was attacked. As a result, 2 multi-story buildings, a heating line, a children’s playground and several cars were damaged, 3 people were injured. Kharkiv region. On the morning of October 21, the Russian invaders shelled the city of Kharkiv. The hits of the industrial infrastructure facility were recorded. As a result, 11 people were injured.  On October 22, the Russian military attacked Vovchansk. As a result of the attack, the fire broke out in 2 private houses and an industrial facility.  Dnipropetrovsk region. At night on October 22, the Russian invaders attacked Nikopol. As a result, 20 buildings and several gas pipers were damaged. Also, the city was cut off from electricity as a result of the Russian shelling. During the day, the Russian invaders shelled the Chervinihryhorivsk community where 3 people were injured. On the morning of October 23, the Russian military attacked Nikopol again. As a result, 5 people were injured, houses, private enterprises and a kindergarten were damaged. Zaporizhzhia region. On the morning of October 21, the Russian military launched a missile attack on Zaporizhzhia. As a result, a residential building, a school and infrastructure facilities were damaged and 3 people were injured.

Foreign policy.

The Minister of Foreign Affairs of Ukraine, Dmytro Kuleba stated during a speech at the International Law Against Genocide conference in Berlin that he expects the Bundestag to recognize the fact that the Holodomor of 1932-1933 was a genocide of Ukrainians. 

October 23, at the opening of the Appeal to Peace international forum, French President Emmanuel Macron said that he believes in the prospect of a peaceful settlement of the conflict in Ukraine, but only on Kyiv’s terms.

Russian Defense Minister Sergei Shoigu on Sunday had telephone calls with his French, British and Turkish counterparts in which he made unfounded claims that Ukraine might be preparing to use a ‘dirty bomb,’ according to Russian readouts of the conversations, Politico reported. In response, the President of Ukraine Volodymyr Zelenskyi called the calls Sergei Shoigu to the defense ministers of the NATO countries a ‘telephone carousel’ and said that everyone in the world understands who is actually the source of everything dirty in the war.

The G7 reported its concerns about the serious threats that Russia’s seizure and militarization of Ukraine’s Zaporizhzhya Nuclear Power Plant (ZNPP) pose to the safety and security of this nuclear facility, its staff, and the region. Also, the countries condemned Russia’s repeated kidnapping of Ukrainian Zaporizhzhia NPP leadership and staff and denounced the application of other forms of pressure on remaining Ukrainian personnel. 

Ukraine invited UN experts to visit Ukraine to brief on the intercepted UAV of Iranian origin in order to facilitate the implementation of Security Council Resolution 2231. Also, Britain, France and Germany on Friday called for a United Nations probe of accusations Russia has used Iranian-origin drones to attack Ukraine, allegedly violating a U.N. Security Council Resolution.

China’s representative at the UN, Geng Shuang, said that Ukraine’s critical infrastructure and civilian population should not suffer from military attacks.

War crimes prosecution.

Croatia submitted an application to join the genocide case, which Ukraine has sued the Russian Federation at the UN International Court of Justice.

Human rights.

The director of the Russian propaganda channel RT, Anton Krasovsky, called for the drowning of Ukrainian children and the shooting of Ukrainians who do not support the idea of “unity with the Russians”.

Due to the a fire that broke out in a hostel for Ukrainian refugees in Gross-Stremkendorf, Germany, the Commissioner of the Parliament of Ukraine on human rights Dmytro Lubinets called on the governments of the EU countries to refrain from making decisions regarding the granting of asylum to Russian defectors and to create conditions for a safe stay for Ukrainians who, in the conditions of continued shelling of Ukrainian cities and civilian critical infrastructure by the Russian Federation, have no opportunity to return home.

Humanitarian Aid.

Great Britain and Poland signed a memorandum of support for Ukraine. According to the agreement, Great Britain will transfer 10 million pounds to the Polish Foundation of International Solidarity, which will be used for humanitarian aid for Ukrainians fleeing the war.

Energy security.

A vast shadow fleet of tankers with unknown owners is being amassed to service Moscow’s interests, Bloomberg reported. ‘If you look at how many ships have been sold over the past six months to undisclosed buyers, it’s very clear that a fleet is being built up in order to transport this,’ said Christian Ingerslev, chief executive officer of Maersk Tankers A/S in Copenhagen. Meanwhile, Reuters reported that Russia can access enough tankers to ship most of its oil beyond the reach of a new G7 price cap.

Due to the full-scale invasion, 90% of wind and about 40-50% of solar energy have been decommissioned in Ukraine. Also, Russia has hit at least half of Ukraine’s thermal generation capacity and caused billions of dollars of damage in attacks since October 10, Reuters reported. The Permanent Representative of Ukraine to the UN reported during the Security Council meeting that as a result of targeted attacks by Russia, since February 24, Ukrainian law enforcement agencies have recorded the damage or destruction of 51412 objects of civilian infrastructure. He emphasized that since October 10, there have been about 300 missile and drone attacks on energy facilities and other civilian infrastructure in 14 regions of Ukraine where almost 40% of Ukrainian energy facilities were damaged or destroyed. It also should be noted that the Permanent Representative of Russia to the UN, Vasiliyl Nebenzia, left the UN Security Council meeting hall so as he himself stated not to hear the speech of Serhiy Kislytsa.

Due to the reports about the possible preparation of a Russian terrorist attack on the Kakhovka hydroelectric power station, the Ukrainian side demands that an international mission of observers be sent to the facility.

Fines will not be imposed on Ukraine due to the termination of electricity exports, according to Andriy Gerus, head of the Parliamentary committee on energy and housing and communal services.
