Sanctions.

The EU adopted the eight package of sanctions against Russia over the illegal annexation of Ukraine’s Donetsk, Luhansk, Zaporizhzhia and Kherson regions. The package includes extension of the existing limitations as well as list of additional limitations, including:

Annexation.

On October 5, The President of Russian Federation Volodymyr Putin signed a federal constitutional law on the accession of the Luhansk People’s Republic, Donetsk People’s Republic, Kherson and Zaporizhzhia regions in Russia. Later, the text of the updated Constitution of Russia was published, which includes the Ukrainian territories – Zaporizhzhia, Kherson, Donetsk and Luhansk regions as part of the country and appointed a curator of the annexed territories – Vadym Vasiliev.

Liberation.

Since October 1, Ukrainian forces have liberated 29 settlements covering more than 500 square kilometers in the Kherson region.

Cities under attack.

Kharkiv region. During the night of October 6, the Russian invaders attacked several Kharkov industrial facilities. Fires broke out, non-residential buildings were partially destroyed. No casualties were reported. As a result of the attack on Kupiansk districts, 3 people were injured. Mykolaiv region. On October 5, the settlement of the Pervomaisk community was under fire. As a result, residential buildings and farm buildings were damaged, and an infrastructure object was also hit. There are no casualties. There were also shelling on the outskirts of the settlement of Bereznehuvatska community. No casualties were reported. Dnipropetrovsk region. On the night of October 5, the Russian invaders shelled the Nikopol district. As a result of the attacks, 2 houses were destroyed and 20 houses were damaged. Also, 2 lyceums, a church, a shop, and power lines were damaged. The next night, on October 6, the Russian military continued shelling the Nikopol district. Private houses, an enterprise and power lines  were damaged. No casualties were reported. Zaporizhzhia region. On October 5, the Russian invaders launched missile attacks on Zaporizhzhia and Huliaipole. In Zaporizhzhia, infrastructure facilities were destroyed. In Huliaipole, 2 people were killed. On October 6, the Russian military fired at residential buildings of Zaporizhzhia. As a result, residential buildings were significantly damaged, 12 people were injured and 1 person was killed.  Sumy region. On October 5, the border territories of the region were shelled from the territory of Russia. Chernihiv region. In the evening of October 5, the Russians shelled the border areas of the region.

Foreign policy.

The European Parliament adopted a resolution its stated that the results of the sham referenda conducted at gunpoint to annex the Donetsk, Kherson, Luhansk, and Zaporizhzhia oblasts are ‘null and void’ and call on member states to adopt additional severe sanctions.

Leaders from the 27 EU member states joined by the delegations from 17 non-E.U met in Prague for the launch of the European Political Community. The Russian war in Ukraine dominated the agenda of the first meeting with Volodymyr Zelenskyy joining the summit virtually and the Ukrainian delegation present in the room. The President of Ukraine called for further sanctions against Russia and to boost financial and military assistance to Ukraine. Prime Minister Shmyhal joined the event and held a series of bilateral meetings  focusing on defense and financial aid, energy security, support for Ukraine’s accession to NATO and further steps on the path towards European integration.

The British Prime Minister Liz Truss has said that Ukraine ‘will win’ and that no peace deal should give away Ukrainian territory while addressing the annual conference of the UK’s ruling Conservative party in Birmingham, according to Guardian.

Norway will impose limits on Russian fishing vessels using its ports, in a further tightening of security following last week’s suspected sabotage on the Nord Stream gas pipelines in the nearby Baltic Sea, Reuters reported.

The Parliament of Ukraine appealed to the international community to support the right to self-determination of the indigenous peoples of the Russian Federation. The appeal emphasizes that, implementing its occupation imperialist policy, Russia has been committing genocide of enslaved peoples for centuries, ignores the principle of equality and self-determination of peoples, and grossly violates the rights of indigenous peoples and citizens belonging to national minorities.

The first tour of African countries in the history of Ukrainian diplomacy has started. As part of the tour, the Minister of Foreign Affairs of Ukraine Dmytro Kuleba held talks with the political leadership of Côte d’Ivoire.

Minister of Defense of Ukraine Oleksiy Reznikov stated that almost all NATO countries and other countries that are not part of the Alliance are involved in the training of the Ukrainian military. The programs of the countries differ from each other – from sniper training to exercises on artillery systems.

Energy security.

Volodymyr Putin signed a ‘decree’ on the transfer of the Zaporizhzhia Nuclear Power Plant to Russia and created a company to manage the ZNPP. The Ukrainian National energy company Energoatom called this decision ‘worthless’ and ‘agony of the imaginary crazy world of the aggressor country’. Energoatom also reported that this decision by Putin has no practical significance. At the same time, the Director General of the IAEA Raphael Grossi stated during his visit to Kyiv that the IAEA considers the Zaporizhzhya NPP to be Ukrainian. Also he reported that the International Atomic Energy Agency plans to increase the number of missions at the Zaporizhzhia nuclear power plant.

Human rights.

In the temporarily occupied city of Enerhodar, the Russian occupiers force the workers of the Zaporizhzhia Nuclear Power Plant to obtain Russian passports and sign employment contracts with the Russian state atomic energy corporation Rosatom.

1.6 million Ukrainians were forcibly deported to Russia, The President of Ukraine Volodymyr Zelenskyi stated.

The FSB does not release from Russia Ukrainians with Russian passports who try to cross the border with Latvia and Estonia.

The representative of the UN Secretary General Stéphane Dujarric said that the UN Mission to investigate the terrorist attack in Olenivka cannot go to the territory of the pre-trial detention center due to the lack of security guarantees.

A mass burial of civilians was found in the recently liberated Lyman of the Donetsk region with more than 50 graves.

In temporarily occupied Mariupol, up to 100 people from 15 to 65 y.o. go through the filtration procedure in the city every day. This is a mandatory requirement to get a job from Russian occupiers.

Disinformation.

Ukraine and Latvia signed a Memorandum of Cooperation in the field of broadcasting regulation, in particular to counter Russian propaganda. The cooperation envisages experience exchange of the Ukrainian media operations during the war in conditions of bombings and interruptions to the Internet, as well as how to counteract Russian disinformation. 

Economic security.

Volodymyr Zelenskyi announced that Ukraine will join the Organization for Economic Cooperation and Development. A regional representative office will start working in Kyiv this year.
