Liberation.
On October 4, the Ukrainian Armed Forces liberated eight settlements of the Beryslav district of the Kherson region. In total, as of October 4, the Ukrainian military has already liberated 1534 settlements in the Donetsk, Luhansk, Mykolaiv, Kharkiv, and Kherson regions.
Cities under attack.
Kharkiv region. On October 3, the Russian invaders launched a missile attack on a medical institution in the Kupiansk district. The building was completely destroyed, one doctor was killed, and 2 nurses were injured. At night on October 4, the Russian occupiers fired 2 missile strikes on Kharkiv. As a result of the shelling, infrastructure facilities were damaged, and one person was killed. During the two days, the Russian military continued to terrorize the civilian population of the areas adjacent to the contact line and the border with the Russian Federation.
Mykolaiv region. In the evening of October 3, the water area of Ochakiv city was shelled. No casualties were reported. The villages of the Bereznehuvatska community, located on the demarcation line, remained under constant fire. The administration buildings and trade facilities were damaged in the settlement of Bereznehuvate. No casualties were reported. Also, the Russian invaders fired at Inhulska and Shyrokivska communities of the region.
Dnipropetrovsk region. On the night of October 3, the Nikopol and Kryvyi Rih districts were shelled. In Nikopol, more than a dozen high-rise and private buildings and power lines were damaged. In the village of Marianske, private homes, a solar power plant, warehouses of agricultural enterprises, a gas pipeline and electricity networks were damaged. The next night, the Russian invaders attacked Nikopol and Synelnykivsk districts. In Nikopol, 4 people were injured, 30 high-rise and private buildings were damaged. As a result of the shelling, the city was left without water supply. Shelling also damaged a school, a pharmacy, an industrial enterprise, a grain elevator, shops and administrative buildings.
Zaporizhzhia region. In the morning on October 3, the Russian military launched a missile attack on the city of Zaporizhia and two villages of the Zaporizhia district. In Zaporizhzhya, the infrastructure facilities and a rehabilitation center for children were damaged, one person was killed and one injured. On the same day, a man died at the Russian checkpoint in Vasylivka in the queue to leave the temporarily occupied territories. Currently, there are around 4,500 people in the queue to leave the occupied territories.
Sumy region. On October 3 and 4, the Russian invaders attacked the territories of the region adjacent to the border with Russia. An agrarian enterprise was damaged in the Velykopysarivska community.
Kyiv region. On the morning of October 5, Russian drones shelled objects of infrastructure in Bila Tserkva, Kyiv region. As a result, one person injured.
Annexation.
On October 4, the Russian Federation Council unanimously ratified the ‘treaties’ on the entry of the Donetsk People’s Republic, Luhansk People’s Republic, Zaporizhzhia and Kherson regions into Russia. As a follow up, Putin signed so-called laws on “inclusion” of the territories of the Luhansk, Donetsk, Zaporizhia and Kherson regions of Ukraine captured by the Russian army.
NATO accession.
NATO Secretary General Jens Stoltenberg has already received Ukraine’s official application to join NATO. The next step it is to be discussed at the level of ambassadors of NATO member states in Brussels.
Security guarantees.
The President of Ukraine Volodymyr Zelenskyy, signed the decree in which a separate clause states the impossibility of conducting negotiations with the President of the Russian Federation, Volodymyr Putin. In addition the decree envisages approval of the text of the Joint Address of the President of Ukraine, the Chairman of the Verkhovna Rada of Ukraine and the Prime Minister of Ukraine to NATO, to request the Cabinet of Ministers of Ukraine to prepare proposals for a multi-level system of guaranteeing security based on multilateral and bilateral agreements of Ukraine, which are aimed at bringing the defense potential of Ukraine to a level that will ensure a guaranteed repulsion of the armed aggression of the Russian Federation, etc.
Economic security.
Ukraine will receive additional financing of $529.9 million from the World Bank for urgent needs. These credit funds will be provided on preferential terms under the guarantees of Great Britain and Denmark.
The EU signed a Memorandum of Understanding on providing €5 billion in macro-financial assistance to Ukraine, the Prime Minister Denys Shmyhal reported.
Food security.
Since the beginning of the full-scale invasion, Russia has stolen $530 million worth of Ukrainian grain that helped the country to financially support the war. The country run a smuggling operation with the use of falsified manifests and seaborne subterfuge.
Energy security.
Rafael Grossi, Director General of IAEA, reported that Ihor Murashov, Director General of Ukraine’s Zaporizhzhia Nuclear Power Plant was released from the russian captivity. Mr Murashov is now with his family in territory controlled by Ukraine and will not be continuing with his duties at the ZNPP. It is not yet clear who will replace him in this role.
Eco crimes.
Environmental damage in Ukraine caused by Russia’s invasion was estimated at around 36 billion euros ($35.3 billion), Reuters reported.
Awards.
Oleksandra Matviychuk, head of the Center for Civil Liberties, became a laureate of the Swedish Right Livelihood Award Foundation for work on the protection of human rights in extremely difficult conditions.
The Polish Knight of Freedom Award was awarded to the Ukrainian people for the protection of freedom, justice and democracy at the Warsaw Security Forum.
Recent polls.
According to the results of a nationwide survey conducted by the Sociological Group ‘Rating’, 86% of respondents would support Ukraine’s accession to the European Union in the event of a referendum (3% against, 7% would not vote). Support for joining the EU is unanimous among representatives of all macro-regions and age groups. At the same time, support for joining NATO is the highest in the history of observations. 83% of Ukrainians would support this initiative in a referendum.
